Because governments, companies and nations that harm the planet most don't have a high opinion of people which wants to save the planet.
For example, in many agreements the U.S.A. and China don't accept the suggestions even their people and other countries wants to obey the suggestion that is about saving our planet. If other governments, companies and people of their society  turn their backs to that major powers they will have to attend to the agreements and obey what everyone wants. Tesla is starting to clear another 170 acres of forest at Gigafactory Berlin to prepare for a massive expansion of the EV factory.
