Serling used suspense techniques such as details and raising intensity, we knew this happened because in the scene where Charlie is framing Tommy for the shooting us readers knew that Charlie was lying but the people in the story didn't which raised intensity and anxiety levels. Serling also used tiny details to raise suspense such as how only one car was able to start while everything on the street had powered down.
