         <description><![CDATA[<div>All navigation and safety communications must be simple and precise and for this reason in 1973 the IMO Maritime Safety Committee has established some rules that must be respected by all countries around the world.</div><div><br></div><div>the language must be English: so in 1977 the Standard Marine Navigation Vocabulary was adopted (SMNV), then amended in 1985.<br><br></div><div>In 1997, the IMO Maritime Safety Committee adopted the project Marine Standard Communications (SMCP) developed by the IMO Subcommittee on Navigation Security.&nbsp;<br><br></div><div><strong>PROCEDURE<br></strong><br></div><div>When it is necessary to indicate that the SMCP are to be used, the following message may be sent:<br><br></div><div>"Please use Standard Marine Communication Phrases."
