         <description><![CDATA[<div>It starts with an idea. You just send a letter to your officials, and they decide to sponsor it or throw it away. If they sponsor it becomes a bill. Then, the bill is introduced to either the House of Representatives or the Senate. The bill goes to committee and representatives or senators talk about the bill, and make changes if needed. They can either accept or reject the bill before sending it to the House or Senate floor for debate or to a subcommittee for further research. Congress now debates and votes on the bill, and if both houses have the majority vote for it it goes to the President. The President has different options that he can do.&nbsp;<br>He can approve the bill, and it becomes a law. He can veto the bill, and Congress can override it. The President can do nothing and if he doesn't touch the bill for 10 days and Congress is in session, it becomes a bill.
