Virginia's delegates had offered the first plan for a new constitution. The plan was calling for three separate branches. They were the legislative branch, executive branch and judicial branch. The representation of them was based on the population or the amount money each state gave toward the government. The legislative branch was responsible for making the laws. The Executive branch would hold a "National Executive" and "National Judiciary". This branch would have the power to execute National laws. The last branch, Judicial is in charged of interpreting state laws and making sure they don't break the Constitutions laws.
