         <description><![CDATA[<div>Virginia had to do more with the calling of the convention that any other states. Virginia's delegates had offered the first plan for a new constitution. The plan was calling for three separate branches. They were the legislative branch, executive branch and judicial branch. The representation of them was based on the population or the amount money each state gave toward the government. The legislative branch was responsible for making the laws. The Executive branch would hold a "National Executive" and "National Judiciary". This branch would have the power to execute National laws. The last branch, Judicial is in charged of interpreting state laws and making sure they don't break the Constitutions laws. They are also responsible for protecting individuals rights.&nbsp;</div>]]></description>

Congress would choose the federal executive and could also be removed requested from the majority of governors from states.</div>]]></description>

         <description><![CDATA[<div>The Federalists were led by many of those who attended  the Philadelphia Convention.They argued that due to the many difficulties facing the republic could be overcome only by the creation of a new government based on the constitution.Liberties that could be included in a bill of rights are covered in the states constitution.The Anti-federalists were attacking almost every part of the document. The Anti-federalist came down on the absence of a bill of rights.</div>]]></description>

         <description><![CDATA[<div>The Connecticut Compromise was proposed by Roger Sherman. This compromise helped end the deadlock between the New Jersey plan and Virginia Plan. It suggested that Congress should be separated into two houses. The two houses would be House of Representatives and the other Senate. The House of Representatives would be the lower house which would be based on the population. The Senate was the upper house. The states would be represented equally with 2 senators per state. </div>]]></description>

         <description><![CDATA[<div>Virginia's vote for ratification followed New Hampshire by just four days.The Federalists were led by Madison,John Marshall, and Governor Edmund Randolph.Jefferson fought as did the other Anti-Federalists,Virginia might never have ratified the constitution.In New York ,the ratifying convention was bitterly divided.New York's approval of the constitution was absolutely necessary for the large commercial state effectively separated New England from the rest of the nation.</div>]]></description>
