They have more privileges then the 3rd estate and less than the  1st estate and they only had to pay a little tax.<br>3.) They first intruded and took over the hotel de ville. Then went to meet with the king which they called the king of bread. He agreed to their demands. Some people left after the agreement and some stayed and protested. Early that morning a small crowd broke into the palace and a fight broke out some of the guards were killed. Most people did not own land and power rested in the hands of a small group of landowners, who ran the government, controlled the courthouse, and trapped peasants in cheap labor.  This new change in rule made people angry, they wanted democracy. Strong leaders made it hard to grow and prosper,  these were called caudillos/dictators. Some modernized and build, others bowed to the upper class, and did very little to help the poor.
