Negotiating with the Soviet Union wouldn't be the smartest idea because of their communistic action. Poland became free from Germany and if the Soviet Union took over it would cause nothing but problems. In order to ensure our safety, the United States will not do anything and just go about our business so there won't be any problems and cause another war.

ISIS documents that reveal their members has been discovered. The files reveal that the jihadists who joined the Islamic State in 2013 and 2014 were largely uninterested in suicide missions, better educated than expected and, to the alarm of those trying to stop the export of terror, very well-traveled. A solution to this is that authorities should take advantage of this document and find all of the members and prosecute them.

Stop the airstrikes.
Make real the commitment for “No boots on the ground.”
Organize a real diplomatic partnership to deal with ISIS.
Initiate a new search for broader diplomatic solutions in the United Nations.
Push the UN, despite Lakhdar Brahimi's resignation, to restart real negotiations on ending the civil war in Syria.
Massively increase US humanitarian contributions to U.N. agencies for the now millions of refugees and IDPs in and from both Syria and Iraq.

The U.S. Defense Secretary makes unannounced trip to Iraq
The U.S. plans to send more advanced supplies to help Iraq fight against ISIS

http://www.cnn.com/2016/03/25/politics/general-us-troops-iraq/

http://freebeacon.com/politics/israel-refuses-relinquish-golan-heights-face-isis-threat/

http://www.nbcnews.com/storyline/isis-uncovered/isis-files-what-leaked-documents-reveal-about-terror-recruits-n557411

In order to ensure the safety of the United States in a time of looming doom we must protect ourselves and our assets. Mobilization of the military is a must, ensuring the safety of the American people and preparing for an attack. Preparation of nuclear warheads is also a necessity in the event of an attack on US soil. Mobilization is not the only required action, we must also solidify our standings as allies of nations that we would wish to back us in the event of an unavoidable war. England, France and the other allies of World War One would be a good list of nations to reach out to, perhaps even Japan and other nations that may have changed their stance on the matter. The safety of the people of the United States is the first priority so peace negotiations should be the first step of the plan, but if peace is unobtainable then we must attempt to destroy the Soviets as swiftly as possible without the use of nuclear arms, and if absolutely necessary to that extent as well.

The United States and the Soviet Union have many options to settle this conflict. Since the capitalists and communists are split, The United States could easily have South Korea and the Soviet Union have North Korea. In order to fight for Korea as a whole, the leading superpowers could pay an amount of money to obtain full power. The last way this could be settled is by making a compromise. Making a compromise will allow the US and the Soviet Union to share Korea without conflict.

After the war, Germany should be divided into two different parts in order to keep Germany under control. One section should be for Germany’s citizens. The other section should be used to rebuild Germany’s army which would be controlled by the U.S. It should be divided for however long it takes to reestablish Germany and until the United Nations agrees that they do not have to be divided. After the German army is rebuilt and the economy is stabilized American soldiers will be able to leave. There should be a limit on how many soldiers Germany can have at one time until all the countries in the United Nations agrees on Germany being allowed to expand their army.
