The purpose of this item is essentially this: The United Nations, in its entirety, will become the body that makes sure that other governments and countries do not "breach the peace". What they mean is that if a country were to do something that could provoke other countries (such as invade another country's territory or claim/defame them) the United Nations will take whatever response necessary to prevent a war or conflict. These can mean many thing, such as imposing sanctions , or punishments on a country. This can overall stop and prevent conflict between feuding nations. Not only will they take action against a country but they also can, and will, seek to have both leaders come to an agreement to peacefully resolve an issue rather than go into punishments head on . This is important because it could, in theory, stop one nation from going completely crazy and invading other countries.
