Methods differ of course in the classroom but typically you'll see Teachers use photographs and drawings, simple methods to represent things, and practice this. 
The rosetta stone is important to this curriculum too- being able to practice and learn the new language.

So in other words you move on when your english language comprehension has improved to the next level. 
For new students they spend most of their school day in the ESL class, little by little the teacher will integrate them within the regular classes just as long as they show proficiency. 
Those students who has come to understand and speak basic English may then start to only attend the ESL program for an hour or so in their school day.

Some schools allow volunteers to come in and assist and engage and be active with their students and classroom life. also having open and accessible learning programs to look through outside of the classroom allows the parents to know, help and even learn for themselves English.
