Jeff Denham, a right conservative, is mainly focused on finding a solution to water storage in the Central Valley. Although he is key target for Democrats, his involvement in water issues has proven him tough to beat since water is essential to the agriculture there. Trump recently signed legislation giving Denham federal funding to build water storage. This is exciting for the district but also seen as political strategy since it occurred right before the midterm elections. Even though Trump signed this legislation, he is staying away from the area because he is not popular in the district. This could bring Denham down due to party affiliation, but Denham’s strong stance on local issues makes him a tough candidate to beat.

Unlike Harder, Denham is pro-life when it comes to abortion.

Another issue Denham focuses on is immigration, especially since his father-in-law is a Mexican immigrant who became a citizen, and immigrants make up a significant part of the farming labor in the district. He has also stood up to party leaders to reform immigration policy. In office, Denham attempted to get signatures on a “discharge position” that could have forced a vote on immigration reform, but he abandoned it when he was a few signatures short. Denham has worked hard on immigration reform and said this on the topic: “I introduced the bills. I stood up to party leadership and forced a vote on our own bill... including making sure we have a guest worker program... I took a lot of criticism in the primary. Took a lot of criticism from my own party. At the end of the day, I’m going to do what’s right.”

Another group he fights for is veterans. This is descriptive representation, as he is a veteran as well. Under Obama, he was granted money for veterans, demonstrating how he can work with both Democrats and Republicans.

While in office he voted to repeal the Affordable Care Act, which he strongly opposes.

In addition, he helped pass the Federal Asset Sale Transfer Act to save taxpayers billions of dollars and improve management of federal property.

As an incumbent, he says he has solved problems in the past such as getting people social security checks, passports, and visas.

Josh Harder, District 10’s moderate democratic candidate, wants to bring more well-paying jobs and investments to the Central Valley. In addition, he wants to increase access to health care, expedite the process on immigration reform, and build water infrastructure. Harder is pro-choice on abortion and hopes to reduce federal debt.

He claims he will work with all parties to help local farms and businesses thrive. He plans to do this by investing in education and infrastructure to create more well-paying jobs.

He also commits to standing up to President Trump and fight his agenda when it threatens the residents of the Central Valley and their values.

Harder’s top priority is health care, as California’s 10th District has a high number of people with pre-existing conditions and a large low-income population that is dependent on Medi-Cal. He will push to make sure that insurers cannot reject someone because of their pre-existing conditions. He also supports the Affordable Care Act, which Denham voted to repeal. Harder wants to ensure that those in District 10 have access to care.

Furthermore, Harder insists he will support water storage like Denham, but Denham has the advantage here since he has a history as an incumbent of doing so.

Harder believes that in order to make change in immigration policy and help decrease poverty levels, leadership in Washington needs to be changed.

The primary in California’s 10th District is a blanket primary, meaning Harder and Denham have already run against each other in order to be candidates in the general election.

Denham received 35,100 votes, accounting for 37.8% of the vote, while Harder received 15,532 votes, equaling 16.7% of the vote.

Six Democrats and two Republicans ran. Combined, the Republicans got 52.2% of the vote in the primaries.

However, it is important to note that primaries generally have less turnout than general elections, so these numbers are nor necessarily indicative of the results of the general election.

This election has been very heated, from the debates to advertisements.

Denham attempts to paint Harder as an outsider, calling him “Bay Area Harder”. In one of their debates, Denham mentioned the Bay Area more than thirteen times. He accused this region of causing climate change and threatening the water in the Central Valley.

Denham has also condemned Harder’s pro-choice view, even on late-term abortion, and called it “absolutely disgusting”

In addition, Denham’s campaign and supporters released voting records showing that Harder illegally voted in two locations in the 2016 election. However, he actually only voted in San Francisco not Stanislaus County. They also made it public knowledge that Harder only voted in 17 out of 20 elections.

The two candidates have also fought over their slogans, which are quite similar. Denham’s is “From the Valley. For the Valley”, and Harder’s is “Of the Valley. For the Valley.”

Both Denham and Harder have worked endlessly during this race to sully the name of the other and paint themselves as the better candidate.

Harder called Denham a pawn of national Republicans who has failed to represent his constituents. Denham has voted with Trump and Republicans 97.8% of the time, despite the district being split between the parties (only .8% more Republican). 57% of voters disapprove of Trump, yet Denham has sided with him on the majority of issues, thus failing to represent half his constituents.

In debates Denham has shouted at and interrupted Harder, who has responded by shrugging in disbelief and smirking. Harder has called Denham “do nothing Denham” and “disappointing Denham” in tweets.

Despite this brawl, the candidates remain civil outside the election, for Denham congratulated Harder on his marriage and Harder congratulated Denham on his 25th wedding anniversary.

As stated earlier, 57% of the constituency of District 10 is strongly opposed against President Trump. However, Jeff Denham, being a conservative Republican, has voted with Trump 97% of the time. Josh Harder uses this avid disdain for Trump within the constituency and Denham's support for Trump to his advantage. Since the midterm elections are generally used as a referendum for the current president, it becomes clear that Denham will lose votes to Harder over the issue of Trump's presidency. Considering this is a major national issue, it can be concluded that Harder is likely to win the election.

Josh Harder has come forth as a strong Democratic candidate in the race to represent a district that is slightly Republican. Despite Denham's incumbency advantage, Harder has managed to secure greater support than Denham. In terms of support from the people themselves, Harder is not only predicted to have a majority of the vote according to public opinion polls but he has also gotten more individual contributions than Denham (around 1.3 million dollars compared to Denham's approximately $76,000). Also, Harder has received a large amount of financial support from corporations, totaling nearly 5 million dollars, giving him greater campaign funds than Denham. Thus, due to his greater support from both the people and corporations, Harder seems likely to win the race.

While it seems likely that Harder will win the election, Denham has a strong incumbency advantage that could possibly win him the race. Denham has successfully used his active work on local issues to his advantage. He has secured federal funding for water storage, a key issue in the agricultural district, a form of pork-barreling that his constituency has noted. He has also used his avid support for immigration, specially forcing a vote on immigration reform, to appeal to the voters, the majority of whom are non-white. Considering his strong stances on the local issues important to his constituents, Denham still has a fighting chance in the midterm election.
