Finally, 13 years after we became independent, we have a document to fix our structure and unite us! This document gives the states most of the power, we don't need to pay taxes anymore! The Articles of Confederation says that the states would each have their own constitution and political system, there would also be a national government called the Confederation Congress and each state would have one vote on each matter. This gave Congress the power to declare war and sign peace treaties to end the wars. Congress could only request money from the states to fund the army, so the militia had no food or blankets.

The Congress was concerned about the government, they didn't want to be too controlling, so they only passed a law if nine out of the 13 states agreed on it. This requirement was barely ever met, most of the time there's barely 10 states represented at a time! The few laws that congress could pass, they had power to enforce it! Congress could not control tax or trade, but they could make money for the states.

Each state had their own constitutions and individual rights, some common ones were voting and slavery. Most states voting laws said only white men who own land can vote, but the amount of land you need to own differs in each state. The laws about slavery show separation between the states, the northern states outlawed slavery, while the southern states did not. The states could set their own taxes and control trade, without the government. This will make it difficult to trade among other states.
