Who is making the representations - Stacey Dooley: a once resident of Luton who moved out before Luton became what it is, she gives frequent commentary throughout the documentary, she chooses who to interview in Luton and she picks an "extremist" and EDL group to show Luton. The BBC aired this documentary originally so to audiences who watched this when it came out they would have seen the BBC as the ones allowing and reinforcing these messages as they allowed it to be broadcasted. The people who are interviewed also make these representations as their answers to Stacey's questions feed into the overall representations that the documentary makes.

Effect on the viewer - audiences will see Luton as an undesirable place to go to due to the apparent racial extremism and overall dissatisfaction of those that live there
