Hamlet's motivations are drawn almost entirely from the goading his father's ghost offered him. He is uncertain in the beginning of the story whether or not Claudius had truly betrayed his father, but by the time of the climax -- his motivations are sealed, and his plans are put into action.

A particular quote from Hamlet is that of act 2, scene 2, lines 593 to 594: "[He] abuses me to damn me. I'll have grounds more relative than this." This line in particular refers to his plan to host the Mousetrap Play and gain more significant grounds to act upon than what the ghost has offered him.

Hamlet's hesitance is referred to in one of his own soliloquies, in act three, scene one. He speaks of acts and plans, stating: "

And thus the native hue of resolution / Is sicklied o'er with the pale cast of thought, / And enterprises of great pith and moment / With this regard their currents turn awry, / And lose the name of action." He says this speaking of how he does not act immediately, how his fear of death prevents his action and how natural boldness is blunted by overthinking.

Hamlet's own cowardice is, again, called out in one of his soliloquies. He speaks of his boldness and ability to act -- calling himself lily-livered and incapable of action in lines 565-567 of act two scene two: "But I am pigeon-livered and lack gall / To make oppression bitter"

I'll touch my point with this contagion, that is I gall him slightly It may be death." (4.7.160-162)

Laertes's was going mad. He just found out about his father's death, and he found out his killer was Hamlet. Also, his sister Ophelia committed suicide and Hamlet was part of the reason. All he was focused on was getting revenge on Hamlet. Laertes had a strong relationship with the king due to the fact that they were both working on getting revenge on Hamlet. Laerates motivation was the death of his father and sister.

"I dare damnation. To this point I stand, That both the words I give to negligence, Let come what comes, only I'll be revenged Most throughly for my father's death"
(4.5.144-147)
"To cut his throat i'th'church"
(4.7.139)
"That is but scratched withal. I'll touch my point With this contagion, that if I gall him slightly, It may be death."
(4.7.160-162)
Laertes state of mind was quite crazy. His whole life revolved around getting revenge for the death of his father and sister. He knew Hamlet murdered his father and that Ophelia died because of the grief that came from his deathKing Claudius was the person who told him Hamlet was responsible for his father's death, so he had a strong relationship with him while plotting the revenge and murder of Hamlet.
