         <title>Chapter 3: How do we define poverty?</title>

         <description><![CDATA[<div><strong>Absolute poverty</strong>: uses a dollar value that is firmly set; anyone who earns less than that amount is officially poor<br><strong>Relative poverty</strong>: uses comparisons to determine who is poor and who is not.  A relative scale begins with agreement about the level of economic resources the average person should have (Segal, 2015, pg. 70).<br>The United States uses absolute poverty to help discern between who's poor and in need of social services, like food stamps. The poverty line we have is called the <strong>poverty threshold</strong>, which is determined based on the size of a family and where you're living. This poverty threshold is somewhat controversial because some argue that the line is too low because it is based on a minimum amount needed for surviving, not for thriving (Segal, 2015, pg. 72).</div>]]></description>

         <description><![CDATA[<div>Looking at the income levels over the past 30 years, it is clear that the wealthy are earning more money at a faster rate than those sitting at the bottom of the income block: "the real dollars earned by the highest 1 percent of earners increased by more than 200 percent... The top 1 percent of households hold 35 percent of all wealth and the next 9 percent hold 38 percent of all wealth, while the bottom 90 percent hold the rest, 27 percent of all wealth (Stone, Trisi, Sherman, &amp; Chen, 2013)" (Segal, 2015, pg. 78).</div>]]></description>
