We might ask of an action done from any other motive whether or not it is good.  For example, just because someone acts out of love does not mean she acts well.  People can do both good and bad acts from the motivation of love.  Actions motivated by fear of punishment certainly do not reflect any inherent goodness in the will of the agent, but rather only a concern to avoid certain harms.
