The lack of training from the healthcare orgs themselves about how to request things from outside entities. Training has been offered in the past, but healthcare often does not participate in these trainings.

Locally, there were not really any shortfalls, but globally there were as far as limited supplies. 
Her role was as "gatekeeper". Healthcare would contact her with whatever they needed.
