Congress was solely in charge of declaring war and making peace agreements between other countries.  This is a strength, because wars are now controlled by a specific branch. The central government was able to stand up for America and sign a treaty between itself and another country. As congress represented the United States it also protected it. War could be declared and now we could sign treaties between other countries. This was a weakness for the country, because at this time the United States were to become one country. The states being as separate as they were made it hard for the central government to control all of the states as independent. The laws were hard to enforce due to each state being able to have their own laws which cancelled out laws made by the government. The central government could have taken complete control over the states at an earlier time. The states and central government over lapped causing flaw in laws and power

Congress was unable to enforce many laws and had no authority when it came to the states. Due to the problem of power congress was unable to force taxes on the states. The states had there own power which was over the power of congress at this time. The Articles of Confederation was written by the second Continential Congress, and failed due to the power of the states. The States had way more power than they knew what to do with. Congress had less power than the states which made laws and taxes hard to pass. The states would not obey laws of congress because they had state laws that they believed they had to follow.
