It focuses on things that didn't even get her arrested, like when she hit a car then left. It puts incidents in the article where only the cops were called and no other actions were taken and counting them as an arrest. This is implying that she actually said that is never her fault that she misses court or doesn't go through with court orders. In the article, it never quoted her but just gives 2 examples of the time she did blame other people for her actions. Yes, she was into drugs at one point but, it is saying that she is still "crazy" and still has nothing together.
