FAO develops voluntary guidelines to combat IUU fishing

This article is publicizing the adoption of the FAO's Voluntary Guidelines of Transshipment. The publication Merco Press is an independent news source (non-governmental) based in Montevideo, Uruguay and was developed to report on the South Atlantic. This news story is fact-based, aiming to present this new guideline in order to establish standards for engaged in transshipment, or transferring fish while underway. There is not a clear opinion present other than the recommendations of the FAO, which is the story being reported on.
I think this is a good step but is nowhere good enough to combat the problem. This story was published on September 12, 2022, meaning that the guidelines have not have time to take effect, but is clear that the Coast Guards and Navies active in the South Atlantic will be the enforcers for this if their respective countries decide to follow the recommendations. It is a partisan article with a more conservative bias, which is seen in the first half of the article where the author highlights where Republicans are calling for more US military presence as a response to China's recent investment and is frames that as a good thing. However, it does use a good amount of quotes from a Biden administration spokesperson at the end to address how they have already and continue to address the issue.
While this article does not have much information about the IUU Fishing situation, it provides good background on China's growing military presence and demonstrates that IUU fishing is just one of the ways China is asserting dominance. The main focus is how China is conducting more fishing operations than ever far from its own shores, and that fishing is often reported incorrectly or illegal all together. The bias tries to get the reader to come to the decision themselves that China is in the wrong by using leading language and directing the reader that "you can see" or that "everyone knows," which enables the reader to validate their point while only referencing one specific source and referring to other information as from "some experts".
This article is successful at teaching the reader why China needs to fish more, and also emphasizes the major concerns that are present due to the fishing expansion and the IUU practices China is engaging in.
