1. if businesses carry out green initiatives, they could receive grants/bonuses/incentives from the government. this allows them to cover the costs that they incur from carrying out these green initiatives. as the business expands, they may require more/less monetary help, they could submit requests to the government to receive more or less incentives too. as a way to maintain transparency of this system, companies that receive these incentives should be required to provide a transcript of how they have been used so as to ensure it is solely used for the purpose of carrying out green initiatives. as for individuals, this could also provide similar boosts to encourage them to start being more green. they could also provide drawbacks to companies that do not carry out green initiatives.
2. this helps solve both business owners and nea's concerns, business owners are worried about their ability to cover these costs and nea is worried about whether businesses will be willing to come on board for these green initiatives that could make an impact on the profit of companies
3.
benefits:
businesses would be at ease to carry out the green initiatives such as the abovementioned mandatory reusable bags, as they are financially able to provide the free reusable bags for consumers
nea would have a system to track where the funds are going so they still have the control over this initiative
negative:
govt has to pay the costs
4.

1. This policy will ensure that everyone is required to use reusable bags instead of plastic bags, thus reducing plastic waste. It is suggested that the government can provide each household reusable bags according to the number of people into each household/the amount of things bought, just like how the government gives out masks to the public through CCs during the pandemic. People will then have to start using reusable bags (it could be the ones the government has provided or their own bags) to contain their items and stores will no longer be providing plastic bags as a default way of storing items.
2. This will reduce plastic waste significantly since most of our waste comes from the usage of plastic bags, which people use to store their items from various shops.
3. Benefits:
- More people will have reusable bags to use, increasing the number of people that will be able to bring reusable bags to contain their items and thus reducing our reliance on plastic bags.
- People will have no choice but to use their reusable bags since it is now mandatory, thus reducing plastic usage and plastic waste
Drawbacks:
- The government will have to bear the cost of the reusable bags for the people. However, since the government is able to support the purchase of masks for the public, I believe that it is possible for the government to do the same with these reusable bags since the environment is in fact a very important aspect of our future as well.
5.Ways to mitigate the negative impacts include for the government to encourage people to recycle, whether it is through posters or other means.

Provision of reusable bags to reduce the use of single-use plastic bags

Both allow for the reduction of plastic waste and gives public "motivation" to save the environment

Consumers will benefit the most from it as they will be able to get discounts or rebates if they bring their own reusable bags. Businesses and manufacturers may suffer losses. Businesses may have to bear costs of reusable bags/green alternatives that the government incentives do not cover. Plastic manufacturers would also lose profits due to the lower production of plastic bags and disposable plastic packaging. This may not be a feasible solution in the long run if the public do not understand the need to make the switch to environmentally friendly options.

Government can evaluate the amount of incentives given to businesses and manufacturers to try and mitigate the impact of lost of profit.
Public education is also needed.
