The author never reveals V's true identity, just as Evey didn't take off his mask, because V is an idea/movement/phenomenon. V's identity doesn't matter, because Evey takes his place and embodies everything that he once was.

V was the one who started the rebellion, and his death caused more people to realize the corruption.

There was never an attack made on these people with a malicious motive. Rather, his intention were to expose the government on a level that was able to educate the citizens on the corruption.
