The essence is to ensure these individuals after rehabilitation are reintegrated back into the communities.

Most rehabilitation places are private owned, and supported by religious organizations and well wishers. But the Government owned are not well equipped. 

So much is not done in this area.

Challenges are shortage in staff to help people rehabilitate.
