         <description><![CDATA[<div>The Humanitarian Response Forum (HRF) was established in 2011 in response to the demand for increased coordination between development partners to address the demands of humanitarian disasters, primarily floods and drought. The objective of the HRF is to ensure sound coordination and communication on emergency preparedness and humanitarian response in Cambodia between the United Nations (UN), international non-governmental organizations (INGOs), and international organizations (IOs). The HRF works in close collaboration with the Government, most notably the National Committee for Disaster Management (<a href="http://www.ncdm.gov.kh/"><strong>NCDM</strong></a>), to facilitate a coordinated and effective approach in support of people affected by humanitarian crises.<br><br></div><div>Following the flood responses in 2011 and 2013, humanitarian partners have conducted after-action reviews/lessons learned workshops in which one of the key priorities identified has been the need for stronger and more comprehensive preparedness, particularly at sectorial level. The development and update of a HRF Contingency Plan contributes to more comprehensive preparedness among UN, INGOs and IOs engaged in humanitarian action in Cambodia.<br><br></div>]]></description>

         <description><![CDATA[<div><strong>Successes:&nbsp;</strong></div><ul><li>Quickly&nbsp;deployed a joint rapid assessment with NCDM and 28 humanitarian partners from HRF and CHF. Results were available within days and used for high-level briefings; included key priorities by sector for immediate and medium-term support.</li><li>Joint rapid assessment was conducted quickly and effectively with multi-sectoral coordination. HRF members committed, engaged and supported throughout the process.</li></ul><div><strong>Challenges:&nbsp;</strong></div><ul><li>Lack of ready-to-go rapid assessment forms, that hadn't been programmed in a mobile data collection application, nor had agencies/enumerators been trained in advance.</li></ul>]]></description>

Risks are evolving and the risk picture is getting more complex because of concurrence of hazards.&nbsp;<br><br>The purpose of this engagement is to use the techniques of foresight to:&nbsp;</div><ol><li>Consider scenarios and risks so that the HRF’s contingency plan is more forward-looking by encompassing both a broader set of possibilities as well as considering the effects of multiple concurrent crises.</li><li>Engage the HRF in developing more anticipatory actions.</li></ol><div><br><mark>Detail and process will be presented and discussed in the meeting.</mark></div>]]></description>
