         <description><![CDATA[<div>- Charles Baker was a resident in Shelby County, Tennessee. He was complaining that the Tennessee hadn't been redistricted since the 1900 census. <br>- In time of the lawsuit Bakers district held around 10 times the population than some of the rural districts. This means that the votes for those in rural area were overrepresented to those in Bakers district.<br>- This pushed Baker to believe that he didn't receive "equal protection of the laws" that is given with the 14th Amendment.<br>- With this Baker sued Defendant Joe Carr ex officio being that Carr was the person who is responsible for the conduction the election in the state of Tennessee.</div>]]></description>
