The state obtained a power of intervention, decision and initiative that subjected all subjects with progressive effectiveness to an authority exercised in the name of the king, but which actually came from the Council and its ministries and which the mayors applied in the provinces . The provincial and municipal institutions lost much of their autonomy to the benefit of monarchical centralism.</div>]]></description>
