         <title>How would slaves be counted in the population</title>

         <description><![CDATA[<div>The Southern State wanted to count slaves as part of its population for representation, but not for taxes. The Northern States wanted to allow slaves to be counted for taxes, but not for representation. The Three Fifths compromise was where 5 slaves was really only 3 people when it came to counting them in the population.</div>]]></description>

         <description><![CDATA[<div>The Northern States wanted the Federal Government to regulate trade so that the national economy could run more smoothly. The Southern States were scared that the regulation of trade would threaten the sale of slaves and interfere with the export of their agricultural products. The compromise was called the Commerce Compromise. The North agreed to wait 20 years to discuss slavery.   </div>]]></description>
