The 2028 Democratic Party Platform Vision is for Economic progress, Immigration Reform, and Investing in Clean Energy.

The Democratic Party Platform will fight for economic, environmental and social justice for all.

The Caparas Economic Policy would focus on reducing taxes for the middle and lower working class. The working class believe that it is unfair that the wealthy are not paying their fair share of taxes.  Americans are tired of the loopholes millionaires, billionaires, and large corporations are using to reduce their taxes and effective tax rate. We would implement a Federal tax rate that is fair to the working class, and require the wealthy to pay their equitable share of taxes.  We will simplify the tax codes and eliminate the loopholes and expense deductions that the wealthy and corporations are using to pay little taxes.

The Caparas Tax Plan would implement a Corporate Minimum Tax that will require large corporations with annual income reported on their financial income statements greater than 100 million to pay a flat tax of 20% This will ensure that large corporations such as Amazon, Google, Walmart and Apple are paying their fair share of taxes.

The Caparas Tax Plan would require corporations to limit salary given with stock at 50% of an employee’s yearly salary. The rest would have to be paid in income wages. For example, if Elon Musk has a yearly salary of 10 Billion, he could receive a maximum of 5 billion in stock for the year, and the rest would be paid in yearly income of at least 5 billion. This way he would have to report 5 billion of income on his taxes.

The Caparas Tax Plan will eliminate the wage cap on FICA. "Ninety-four percent of Americans contribute to Social Security all year long, but the wealthy stop paying after their first $168,600 in wage income." Everyone will pay into Social Security and Medicare without a cap. Removing the wage cap would result in a significant amount of revenue that could help cover the shortfall of Social Security. However, there would be a cap of $5,000 on the monthly benefit amount an individual could receive from Social Security. In addition, millionaires that have an average lifetime income over one million would not receive Social Security benefits.

The Caparas Immigration Policy would focus on providing a clear pathway to citizenship for longtime resident immigrants.  “A vast majority of immigrants have lived in the United States for over a decade.” Immigrants contribute to our communities and economy and our immigration system needs to provide a way for millions of immigrants to become legal citizens of the United States.

Carbon dioxide (CO₂) is primary emitted into the atmosphere through human activities. The most effective way to reduce CO2 emissions and global warming is through the reduction of fossil fuel consumption and use of clean energy such as solar and Electric Vehicles (EVs). EVs emit fewer greenhouse gases than gas-powered vehicles.

The Caparas Clean Energy Plan would focus on the transition to solar energy, Electric Vehicles (EVs) and building a clean energy infrastructure.  We would provide tax credits to Americans for the purchase of EVs and installation of solar on their homes. We would provide funding to the states to convert government vehicles to EVs and install solar charging stations at government facilities. We would provide funding to the states to invest in an Electric Vehicle charging infrastructure across America.

The Republicans and wealthy will be against the Caparas tax cuts for the working class and the tax increases on the elite and wealthy. Billionaire, millionaires, and large corporations have been making huge profits off the American people. They need to pay their fair share of taxes to redistribute some of the wealth.

The Republicans and others that are against citizenship for undocumented immigrants will argue that immigrants are taking American citizen jobs. They will also make arguments that undocumented immigrants are all criminals.

Large corporations invested in selling and using fossil fuels such as Chevron and Exxon are going to be against the United States transitioning to clean energy. They are going to lose millions off of the American people that transition to electric vehicles and solar energy.
