The triangle fire was a tragedy, not a crime because the start of the fire was not intentional. The stairwells were locked to prevent stealing, they had hoses and fire extinguishers even though they were rotten, and hazardous materials along with people were scattered everywhere due to tight working spaces. What seems like a crime today, in fact seemed like a tragedy back then. There were no rules as well as regulations to prevent situations like this from happening.

The rapidity of the flames is shown in the experience of Max Rother a tailor in the employ of the Triangle Waist Company, who was on the eighth floor of the building when the fire started. He said he saw hundreds upon hundreds of men and women fleet out, as well as himself. No one would try and hurt someone else in the fire they were practically family. Many were unfortunate and burned alive. Was described as a tragedy because this one building employed thousands of workers that were in need of money, and had lost this opportunity.

There are two kinds of work - regular, that is salary work, and piecework. The regular work pays about $6 a week and the girls have to be at their machines at 7 o'clock in the morning and they stay at them until 8 o'clock at night, with just one-half hour for lunch in that time. Even though working wasn't what any of us wanted to do, we still did it to earn the money. It could get us through being able to pay for food, as well as taking care of our family. There was no way anyone would put getting this pay at risk by intentionally burning it down.

New York Times, March 26,
I suddenly saw a cloud rising from a bin of cloth, and smelt the smell of fire burning. Everyone panicked at the scene and tried to escape the sweatshop. The hose sprayed little amounts of water, with not enough pressure, stair wells were locked, and emergency escape stairs were nearly rotten.
