Officials in the US, and CIA tried to push Castro out of power, and failed. Then in April 1969, America launched an attack with 1400 American Trained men, thinking they would overthrow the Cuban government, but failed miserably.

The treaty said each country had to limit their anti-ballistic missile sites to two, and their Inter-continental missiles, and submarine missiles had to be stop being made.
