In this situation, the boys are determining power among themselves. They decide that besides Ralph being chief in power, people will get a chance to speak with the use of the conch. This conch will symbolize power and the ability to be listened as a small boy. Although it depends on the future uses of the conch, the idea of it is what is ideal for the boys. The importance behind the quote lies in the deep symbol of power and leadership of the conch. Although it is a simple shell that makes a loud sound, it shows great depth to what happens when you have it.
