Sally Clewes - Commissioning Team - Scouts and Sea Cadets Volunteer

Sally Clewes joined PCC in 2019 after moving to Pembrokeshire from Worcester.

She works in the Commissioning Team as Commissioning Manager.

Sally uses her Volunteering Leave at Milford Haven Sea Cadets and Johnston Scouts group. Without volunteers, groups like these would not be able to offer opportunities to young people. Sally helps at events, chaperones days out and assists with training.

Sally says of her volunteering:

“It’s a sense that I’m giving back to my local community - that I am passing on skills to young people for their future. You hope that you’re able to be a positive role model to those young people.”

Volunteer benefits

Sally benefits from volunteering, too.

“It’s a very symbiotic relationship” she says. “It’s opened new doors - I’ve learned water skills and water safety, and I’ve also been able to engage with young people. As adults we feel like we are full of knowledge, but what you can learn from young people is amazing. They are full of surprises and have such zest for life.”

Community and connection

Being new to the county, volunteering helped Sally to meet new people. Contributing to and connecting with the local community was important to her.
“It’s allowed me to get to know people that I might not have met. It was important for us to not just take from Pembrokeshire. We wanted to give back to our new home.”

Sally says ‘go for it!’

What would Sally say to others considering volunteering?
“I would absolutely recommend volunteering to other people. You don’t appreciate what you’re going to get out of it until you do it. There’s this immense sense of wellbeing.”

Darren Mutter, Head of Children’s Services uses his Employee Volunteering Leave to volunteer for SSAFA, an armed forces charity.

What is your role as a volunteer?
I am part of the adoption panel. I volunteer in the branch that assesses and supports serving or recently retired armed forces personnel to adopt children and young people.

How long have you been volunteering with SSAFA?
I’ve been volunteering for about 4 years now, but before joining SSAFA I was volunteering with a care leavers charity in Swansea. Last year I was asked to be vice chair of the SSAFA adoption panel, which I was really pleased about.

What have you learned from your volunteering?
A lot! Seeing the work that SSAFA does to support those in the armed forces to adopt and doing it so well has been brilliant. I’ve been able to take a lot of learning from it and bring it back into my professional life here at the authority. It’s also given me access to a brilliant network of people in the organisation.

What’s the best thing about your volunteering?
Seeing people being told that they have been successful. That’s often quite moving because it’s more complicated for armed forces personnel, because of their work life.

What would you say to staff thinking about taking their volunteering leave for the first time?
You’ve got nothing to lose- including your annual leave! Why not try it? Taking up volunteering can do an enormous amount for people’s wellbeing - there’s a real buzz from it. You don’t know what difference you could make to those organisations, and you might bring learning back to your role or develop your CV.

A team of senior managers from Pembrokeshire County Council recently volunteered for Pembrokeshire People First using their employee volunteering leave.

The PCC team supported a drop-in session at Scolton Manor. On the day, they helped by welcoming people to the session, making teas and coffees, facilitating activities, and cleaning up at the end of the day.

Jason Bennet, Head of Adult Care and Jonathan Griffiths, Director of Social Services were part of the volunteering team.

Jonathan said of the experience:

“It felt rewarding, on a personal level. It was a pleasure to be a part of the support and services being provided to individuals. It was fantastic to see the strengths and values that people bring to our community”.

Jason added:

“Having the opportunity to recharge the batteries and our enthusiasm for what we do was great. We weren’t there as heads of services, our status was left in county hall, and we were there as volunteers - to get on with things. It’s a real boost and the sense of wellbeing stays with you.”

Pembrokeshire People First thanked the PCC senior managers team for their time and effort:

“Our members and staff can’t stop talking about how great it was to have the team with us, how it was amazing to have you volunteering and getting stuck in, and enjoying all the eccentric, diverse kindness that PPF is.” – Karen Chandler, Pembrokeshire People First.

The Employee Volunteering Scheme allows all PCC staff up to 22.2 hours (pro rata) volunteering leave each year. The aim of the scheme is to encourage staff to connect with and give time to important local causes.

Help people get home from Hospital (Operation Nightingale)

Do you have any spare time to support people who are well enough to return home from hospital but who still need a little help to get back on their feet?

Could you help with things like shopping, dog walking, light housework, and collecting prescriptions?

Or maybe you could give someone a lift home from hospital, or simply be on the end of a phone for a friendly chat to check people are doing OK?

These are just a few examples of specific ways in which members of the public can volunteer their help with Operation Nightingale 23 – an emergency social care campaign launched by Pembrokeshire County Council and partners to reduce the current pressure in local hospitals.

The campaign’s aim is to reduce the number of patients who are ready to leave hospital but who need care or support in order to return home and make a full recovery.

PIVOT – Volunteer Drivers (home from hospital)

Volunteer Drivers go on the rota 10am-3pm or 3-8pm any day of the week (including weekends), volunteers are ‘on call’ but may not get a call. Volunteers choose which day/ time suits them best and then wait for the call.

A variety of different options are available, from front of house to the study of coins and medals. • The VC Gallery The VC Gallery supports veterans and members of the community out of its hubs in Haverfordwest and Pembroke Dock. We maintain a coastal allotment on the cliffs of St Ishmaels and manage a woodland in Milford Haven. Being at the heart of our community we also offer a weekly community breakfast and lunch, all led by our kitchen crew volunteers. Our wide scope of activities means that we can offer a massive variety of volunteer opportunities, for both groups and individuals. Angharad is a volunteer with the Welsh Ambulance Service and uses the Employee Volunteering scheme to support this role.

“I’m super grateful for the support I’ve had from the Local Authority and have used my volunteering days over the years to attend unpaid training days with the Welsh Ambulance Service Trust and volunteering at local schools for Restart a Heart and Shocktober events which aims to teach pupils lifesaving CPR and how to use a Defibrillator. I’ve also used volunteer days in the past to attend the local County Show on the Welsh Ambulance Service Trust stand chatting to the public, answering questions and doing CPR demonstrations.”

On 29^th April 2026, members of our HR team had a fantastic day volunteering with the Newgale Beach Wombles! Together, we collected an impressive 32.5kg of rubbish, helping to protect marine life and keeping this beautiful beach clean and safe for our local community and visitors to Newgale.

After a rewarding day making a real difference to our coastline, we celebrated with a well-earned ice cream!
