He intended to influence peaceful nations to get together and bring about an isolation of aggressive nations. The speech triggered protests from isolationists and many others because they feared that a moral quarantine would lead to a shooting quarantine.
Isolationist or Internationalist:
Roosevelt's speech could be seen as internationalist. That is because he gave the speech in hope to make the nations peaceful and get them all together and he was also an internationalist at heart. But at the same time it came off as isolationist because he wanted the US to be neutral(but morally side against fascist nations) and quarantine other certain countries.

However, the US' reaction to the temporary plan of stabilization was temporary. The raise in dollars threatened US currency and exports-stock and commodity markets were depressed. In the end Roosevelt did not commit, receiving criticism from Britain, France, and internationalists.

Roosevelt feared Britain an France would control their own exchange rates, so he rejected the pan(even though it was temporary). Roosevelt saw "broader problems" existed and saw other economic values as more important. This can be seen as isolationist because Roosevelt focused on nationality and fixing the economy of the US, he didn't want the Conference plan to get in the way.
