         <description><![CDATA[<p>Earlier in the day, former DPWH Bulacan 1st District Engineer Henry Alcantara and contractor Pacifico “Curlee” Discaya II were cited in contempt. By the afternoon session, Tulfo pushed for the same penalty against other DPWH engineers, saying their testimonies were inconsistent and unacceptable. He specifically rejected the explanation of engineer JP Mendoza, stressing that he did not buy the official’s reasoning on the flagged projects.</p><p><br/></p><p>Tulfo further suggested that the involved engineers and contractors should have their licenses revoked by the Professional Regulation Commission (PRC).</p><p><br/></p><p>The investigation continues, with the Senate panel vowing more revelations as the hearings move forward.</p><p><br/></p>]]></description>
