The New deal focused on the three R's. Relief focused on immediate relief for the unemployed. Recovery focused on economic recovery for businesses and agriculture. Reform focused on reforming financial institutions to prevent future depressions. The National Recovery Administration regulated businesses' wages, hours of work, level of production, and prices to create more jobs. The federal government designated participating businesses, encouraging Americans to buy from them. The Agricultural Adjustment Administration regulated farmers in order to increase crop prices. Farmers were given government payments to reduce their production, which raised crop prices. Later the Supreme Court would declare it unconstitutional. The Public works Administration paid Americans to work in Urban public works projects. Americans built roads, bridges, dams, schools, and other public infrastructure and buildings.
