WW1 CONVOY 

The convoy system in World War I involved organizing ships into large groups under the protection of armed naval vessels to provide better defense and countermeasures against German U-boat attacks. The ships protected were usually civilian merchant vessels, military supply ships and troop transports.

ANSWER: Other countries are in closer proximity to Germany; whereas Wilson, and America, wouldn't be as concerned with future wars because they can just hide from it until the last second again.

America had been exclusively supplying weapons to their allies during the war. When the Lusitania was sunk, that's when they came into the war, because weapons were being shipped, which only made them want it to end quicker.
