Although they are just miles away from riches, they are hidden from the naked eye because of the "ashes."

"Occasionally, a line of grey cars crawls along an invisible track, gives out a ghastly creak and comes to a rest, and immediately the ash-grey men swarm up with leaden spades and stir up and impenetrable cloud which screens their obscure operations from your sight." (p.27)
The cloud of ashes can be viewed as a form of coverage for how society really is. People don't accept how things truly are and try to cover them up or ignore them, especially with the case of those who aren't rich.

" This is the Valley of Ashes - a fantastic farm where ashes grow like wheat into ridges and hills and grotesque gardens,... (27).)

These ashes that are being produced, and the dust could symbolize the future being chosen for the children being born, and how they cannot escape it. The ashes that are polluting the air symbolizes the society determining the unborn child's future because when someone is born into poverty it is tough to succeed and get out of it, as you do not have the opportunities or resources to do so.
