Because it's a kid looking up to this person/thing and wanting to be like it , or want to do what that figure has done. 
#2 Costumes that I find appropriate and inappropriate costumes are costumes that are to short or inappropriate for like kids. Or let's say it's really saying one group of people are like this lets say a kid want's to dress up as a mexican with a taco that's something that's inappropriate but using a mexican theme okay'

I think that students should have have rights to dress up as  what they want. They should be able to go to school wearing their costume without getting called out on what costume they are wearing.  

#2 I believe  that all costumes are appropriate because it's halloween kids should be able to dress up as whatever they want. it's their choice of what they want to be. People can be killer clowns if they want because that is the point of halloween

#3 I don't think there is really an age limit. I think that if a four year old can go trick-or-treating then so can a six-teen year old.
