For this, they spend money on the mechanics they use to build this machine. Like a submarine needs a propeller, a powerful engine, a back up engine, aperiscope, a steering mechanism. They also use research like understanding the ocean currents better.  Understanding the ocean currents help in discoveries. Example : following the ocean currents Titanic was discovered.

Explorations are done with a group of people. It takes a lot of time to explore one area because still this day, only 5% of the ocean has been discovered. While going on explorations , they will have a plan to what they are searching, where they are searching and how they will search.
