         <description><![CDATA[<div>My opinion for republic act 9344 or the Juvenile Justice and Welfare Act of 2006 is in favor of giving justice to those who have committed crimes as happened to Maguad siblings and victims of abuse and bullying, but concerned and sympathetic I am among children who are innocent but accused and children who inadvertently commit a crime or accident, such as the news that a child’s was accidentally attached a gun to his nanny was killed because he thought it was just a toy. The police and the curt must be investigative in resolving the crime to give justice to what it did and no innocent child will be imprisoned for being accused.</div>]]></description>

So I agree and disagree at the same time. Because of the Welfare act it will protect children to engage in criminal behavior and protect and rehabilitate children.And&nbsp; disagree because at a young age it is included in criminal liability just to take care, we know that it is dangerous in the world so sometimes children do bad things to survive. So we must correct their lives and not imprison them.</div>]]></description>

         <description><![CDATA[<div>My stand on Republic Act 9344 or The Juvenile Justice and Welfare Act of 2006, should not be lowered to 15 years old because even if they committed a crime, they should not be in prison along with the people who committed major crimes than them instead they must be investigated carefully for their actions whether it is an accident or not and for those who uses the children to commit crimes against the law shall be brought with justice, but if the child is still along with the case for breaking the law they should be placed in community service with strict guidance if the child committing major crimes such as murder they must give them a psychiatric diagnosis for their behaviors.</div>]]></description>

If it's for the best then I think the Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006 should be amended but it still doesn't mean that I fully agree with the fact that the criminal liability for children should be lowered.</div>]]></description>

         <description><![CDATA[<div>My stand on Juvenile Justice and Welfare Act of 2006&nbsp; are children and parents are both responsible if a child commits a crime. There are many reasons why, such as, children lacking parentals guidance, children having a poor family, children being forced to do it and children's surroundings.<br><br>The Government must not lower from 9-15 years old to 9 years old and below. 9 years old and below shouldn't have their lives inside a jail but rather spent being thought and mold to be a better versions. Children might commit crimes but they are not fully the only one responsible for these. Mainly, lacking a parental guidance is one of the reasons why they tends to commit crimes.&nbsp;<br><br>If the Government wants to amend the justice, start from the root of it, which is the parent's lack of education and knowledge on how to properly raise a child. </div>]]></description>

The child should only have a say as to if they want their parents arrested for neglecting them.          <description><![CDATA[<div>R.A. Act 9344 is one of those proofs that the government is continuously neglecting bigger matters that we are currently experiencing. Lowering the age of criminal liability down to 9-15 years old must be throughly studied and thought about.&nbsp;<br><br>Children are supposed to live their youth with freedom and safety. Clearly, this act is diverting that idea away. Once R.A. Act 9344 is passed, it is fathomable that children will live their early years constantly worrying about the things that they haven't even seen the perspective of, haven't learned to take responsibility of and lastly, haven't even thought about at their age. While it is true that it could encourage discipline and children will be opened to take responsibility for their wrong doings, we must consider the fact that we can't view the world from their eyes. We know that most children who tend to commit such actions are exposed to the horrors and unfairness of the world, these are the children who lives the kind of society where they are treated badly, neglected and ignored. They are the children who are already deprived of their rights at the first place.<br><br>I think that instead of having a law that takes action at an aftermath situation, we must instead focus on giving them a life that they rightfully deserve ever since they were born. Children easily absorb the mentality and actions of anything that surrounds them, therefore if they were to view a better society with good morality and doing, they will also look into that as a frame for their constructing mindset. The world will be a better place if the youth is at their rightful state.<br><br><br></div>]]></description>

Proposals to lower the age of criminal responsibility argue that children as young as 9 years old are criminally mature and are already capable of discernment.<br><br>By lowering the minimum age of criminal responsibility, syndicate groups who exploit children into committing crimes for them, will instead use and abuse even younger children to commit their wrongdoings. What the current law needs is not another arbitrary amendment but a stronger implementation.<br><br>The primary goals of the juvenile justice system, in addition to maintaining public safety, are <strong>skill development</strong>, habilitation, rehabilitation, addressing treatment needs, and successful reintegration of youth into the community.</div>]]></description>

         <description><![CDATA[<div><strong>10-Tunasan 5<br></strong><br>Republic Act No. 9344 or The Juvenile Justice and Welfare Act is a child protection law that seeks to remedy the significant problems of the plight of children in conflict with the law of the Philippines.<br><br>I support this republic act to lower the age of criminal liability to 9-15 years old because many minors commit crimes. Children are able to learn at that age, and they can respond to questions about what is right and wrong; all they have to do now is accept responsibility for their sins. Since many adolescents are already committing crimes, the age of criminal liability should be lowered. If the age of criminal liability is not decreased, the minor will not be held responsible for what he did as a child; this would be acceptable because they were not penalized for their actions because they were minors.<br><br>On the other hand, I'm against it since there are young people between the ages of 9 and 15 who still act like children. They think in ways that are inappropriate for their age, allowing them to commit mistakes that they believed were small.</div>]]></description>

You can clearly see that they need extra support and care from the people around them. They still have to develop theirability to think and live their normal childhood, without going through dangerous acts. I think it is very unfair because they are only children yet they are already charged with criminal responsibility, they must give a physiatrist for their behaviors. My opinion is that crime in our world has increased and affected so investigated their actions , incident or not . I don't deny that they already know how to think well like other old people, but i don't think they  know maturity yet , they don't know the real wolrd is.</div>]]></description>

         <description><![CDATA[<div>My stand on this, The 'age for criminal liability must be lowered from the original 9-15 years old, to 9 years old and below' is against the child rights. Lowering the age of criminal responsibility will not deter adult offenders from abusing children to commit crimes. Government should support the children to grow up in a safe environment protected from crime and violence but instead they pushing through lowering the age of criminal responsibility. They should think first that lowering the age of criminal responsibility is an act of violence against children.According to what I read in UNICEF, scientific studies that a 9-year old child has not yet even reached the age of puberty and their brains are not developed to understand the consequences of actions.<br><br>As a student too, I think children must grow up in a caring, nurturing and protective environment and not to an environment who will just take away their rights instead of understanding the underlying reasons how and why children commit crimes.&nbsp;</div>]]></description>

And the age of criminal liability must be lowered to 9-15 years old to, 9 years old below because some of these age's still acts like a child it is wrong that these children put in jail in such a young age. you don't take away children's right as the same vision and peace as these adults have, children must be protected and cherish while they still here. Since they are asking to lowered the age of criminal liability. If this happens some criminals can be easily blame the children that is below 9 years old and below. I believe that they can still correct their mistakes because of the fact as they get older they will know what things are correct and wrong. It’s hard to imagine that children going to jail for the mistake they’ve made.<br><br>Instead, their parents must be responsible to teach them and discipline.          <description><![CDATA[<div><br>The primary goal of the juvenile justice system is rehabilitation rather than punishment. And I believe it has something to do with how well their parents raise them. Mistakes show that we are trying, and we can learn from them, so I personally oppose to this type of act.<br><br>After all, they're innocent and acting in the most fictitious way possible. However, if their parents are not caring for their child, they must accept the responsibility for what their child did.<br><br></div>]]></description>

         <description><![CDATA[<div>I strongly believe that every children needs their parents guidance, the child's behavior is based on what their parent's behavior reflects.&nbsp;<br>If the child makes a mistake inside of their home the parent accommodates it with a&nbsp; discipline and proper guidance to a child to know how or what to&nbsp; fix or change. To sum up the parent was&nbsp; being the&nbsp; responsible for the good upbringing of a child.<br><br>In case of the Republic Act. 9344 or the Juvenile Justice incarcerating a child when it does something wrong is not a solution because it is still just a child, a child filled with emptiness of life who should only be guided to a good destination not in the prison.&nbsp;<br>Rehabilitating a child is must especially when the child really needs  it. </div>]]></description>

         <description><![CDATA[<div>The amendments and justice that persecute age 9 to 15 is an unreliable way to approach a crime involving children. The REPUBLIC ACT No. 9344 &nbsp;or specifically known as Juvenile Justice and Welfare Act of 2006. Is a way to be reinstated the fact the children age is beyond capable to be punished even though they have a conflict involving violations of law. We must see that those kids have the rights to be protected and given a chance to give a better surrounding as to teach them in ways that they don't get a trauma from it. We can say that the age stated, is the age wherein children must be guided and given life lessons as this age is prone to misinterpretation giving the chance we must consider the fact the kids that have a conflict with law suffer from some kind of trauma or incident that made them do such things. They still can't process and know the consequences that they might get as they are just a child. Hereby I do stand with the act as I think that it will protect children and give them the chance that they do deserve.</div>]]></description>

         <description><![CDATA[<div>Law No. 9344, also known as the "Juvenile Justice and Welfare Act"<br><br>A child or children should not be disciplined through early confinement, and I respectfully disagree with that law. Allow children to explore the world without fear of being imprisoned in the event of a calamity. Minors, who are virtually invariably victims of numerous conditions such as poverty and inequitable social institutions, should not be punished or criminalized. A child's inappropriate behavior is frequently a sign of a dysfunctional family. Parental supervision,education, and normal childhood development are also missing from these children's lives. So let's not just focus on what everyone will get out of incarcerating youngsters at a young age. We should also think about children's rights and the possibility of what going to happen if their being imprisoned at a young age.</div>]]></description>

Lowering the age of criminal culpability for children, in my opinion, is a form of aggression against them. Children who are exploited and led to commit crimes by gangs should be protected rather than punished. These gangs will employ and abuse younger children to coerce them into doing crimes on their behalf. It has the impact of encouraging more youngsters to engage in criminal activity, increasing the rate of incarceration, and encouraging them to repeat the unwanted behavior after experiencing the repercussions of that action.&nbsp;</div>]]></description>

I stand against this because first of all there is a lack of evidence and data that children are responsible for the increase in crime rates committed in the Philippines. Lowering the age of criminal responsibility will not deter adult offenders from abusing children to commit crimes and Scientific studies show that brain function reaches maturity only at around 16 years old, affecting children’s reasoning and impulse control.<br><br>I believe that its not necessarily to amend it because&nbsp; those ages has not barely even reached the age of puberty and their brains are not developed to understand the consequences of actions, they just made a mistake ,which can still be corrected by proper guidances by their parents or guardians.A kid who isn't aware of the consequences on the actions they did,does not deserve to be detained.Considering the environment of our prisons today.I highly think the government should focus more in curing poverty which one of the main factors that juveniles commit crime and enhance our education systems.<br><br></div>]]></description>

Even if they make a mistake at a young age, they should be disciplined to teach them the right behavior, make them understand that what they did is wrong because they are still young and can correct their crooked behavior when you show them a good example. Because for me when they are imprisoned because they broke the law at such a young age they can no longer correct their wrong behavior because they will be included among the people who are real criminals. As our national hero said "youth is the hope of the people" so how can that happen if at a young age all those who make mistakes in the law will be imprisoned so I don't really agree.</pre><div><br></div>]]></description>

That's why many children are being used to do crimes because they don't have enough knowledge on what they are doing. It is easy to trick children.&nbsp; Children who are driven by adults to commit crimes should not be punished by putting them into prison rather they should be protected and teach the children on what's life in prison not put them in prison. Congress must support the full implementation of the Juvenile Justice and Welfare Act.<br><br>Children in conflict with the law are already victims of circumstance, mostly because of poverty and others of exploitation by adults.<br><br>Children need access to rehabilitation services because they deserve a second chance and opportunity to restart again.<br><br>They need to be protected and not further penalized.<br><br>But it's not a license for minors to do criminal acts. There are also instances where there are adults who abuse a child’s ignorance, forcing young people to commit bad deeds in order to survive and have something to eat. So criminal liability should not be lowered because young people do not need to be incarcerated in prison to learn, instead they need care and love that they have not experienced so they can do bad things.<br><br></div>]]></description>

And, in my opinion, such children should enjoy their lives as well; during their youth, they should appreciate every moment with their families, spend more time with friends, and learn from their mistakes and experiences. Lowering the age of criminal liability to 9-15 has negative consequences; it can damage their lives and goals; we must offer them opportunities to correct their mistakes.</div>]]></description>
