Students must be able to understand social issues, ask good questions, and conduct thorough inquiries into them, consider potential remedies and implications, distinguish evidence-based arguments from personal views, and interact and act on what they read. The C3 Framework is built around an Inquiry Arc, which is a set of interconnected and mutually supportive ideas that frame how students learn social studies material. The system emphasizes disciplinary principles and practices that help students in developing the capacity to know, interpret, clarify, and debate about interdisciplinary problems in our social environment by focusing on inquiry. The C3 Framework offers states advice on how to improve state social studies standards to include the application of expertise from the fields of civics, economics, geography, and history as students formulate questions and plan investigations.
