Wets were the people who support the use of alcohol. People in support of alcohol fought for the laws that existed prior to the 18th Amendment. They argued that prohibition was outlawing personal liberty and it would cause the destruction of home life. They also believed that the ban on alcohol would increase crime and corruption cases due to the violation of their individual freedom. Many of them tried to repeal the 18th Amendment from the US Constitution, and they were working hard to end the Prohibition era.

Dries: Dries were those who sought to ban alcohol consumption. They thought alcohol was the cause of Society’s issues and crime. They believed that alcohol promoted violence and it would also cause families to break apart. Dries were in favor of the 18 Amendment because they believed that this amendment would help improve public health, poverty and help promote moral values. Many supported law enforcement and they were able to ban alcohol sales in North Dokota by including a prohibition clause in the original state constitution in 1889, (Bars and Saloons before Prohibition, n.d).

Ratified on January 16, 1919, the 18th Amendment marked the beginning of Prohibition and outlawed the production, transportation, and sale of Alcohol. This amendment was created from a "Dry" perspective, which was the belief that alcohol created crime and disorder in society. For example, the 18th Amendment, Section 1 states, "After one year from the ratification of this article, the manufacture, sale, or transportation of intoxicating liquors within, the importation thereof into, or the exportation thereof from the United States and all territory subject to the jurisdiction thereof for beverage purposes is hereby prohibited."(Congress.gov, 2020) Socially, This amendment enabled the growth of criminal organizations that profited from the illegal production and smuggling of alcohol, increasing crime. 
Economically, This also ravaged the existing alcohol industry, which closed thousands of distilleries and breweries and lost thousands of jobs nationwide. Politically, the 18th Amendment enabled the political divide between "Wets" and "Drys" with prohibition becoming a political debate that influenced elections, such as the Ohio Dry Federation's propaganda campaign to persuade voters to vote Dry in the 1918 state election.


21st Amendment:

Ratified on December 5, 1933, The 21st Amendment is a response to the failure of Prohibition. The ban on alcohol enabled organized crime and smuggling rings, disproving the original "Dry" perspective, coupled with public outcry facilitated the creation of the 21st Amendment. Section 1 of the 21st Amendment states, "The eighteenth article of amendment to the Constitution of the United States is hereby repealed."(Congress.gov, 2020) This officially ended Prohibition within the United States, legalizing alcohol once again. This largely reversed most of the effects of the 18th Amendment with the return of the alcohol industry and a decrease in organized crime, with some criminal gangs integrating into the legal alcohol business.
