         <description><![CDATA[<div>I argued that the population growth and the availability for jobs was a major cause for the economic inequality of Clinton County.  A solution to the problem is focusing on the growth of bigger companies within Wilmington and the Clinton County area.  Within the past couple of years, Amazon has had steady growth with a new facility in Wilmington, and it is best to stem growth off of opportunities such as that. </div>]]></description>

         <description><![CDATA[<div>My argument was that educational attainment and lack of job opportunities were driving the poverty rates up leading to economic inequalities in Montgomery County. The solution that I would believe to be best fit would be a situation where higher-level education is more accessible, “we should also celebrate the innumerable adult programs, continuing and professional education divisions, online colleges, and, indeed, community colleges, that make the U.S. a world leader in higher education” (Garrett). I was having difficulties finding a solution for the lack of job opportunities so I might just try to focus more on the education aspect for the solution.</div>]]></description>

         <description><![CDATA[<div>A policy that could benefit my county to be more successful is to install more local hotspot places where people can take their devices and do work from their car or in the building.  Having internet access will help people who are doing online college or work from home in the rural areas of Fairfield County where broadband internet is. Another policy that would be beneficial is having guidance counselors not preach college, a lot of high school students steer away from college because it is shoved down their throats as the only option.  If they were given multiple options evenly they may be able to make a better decision.  Along the lines of guidance counselors I believe they should follow up to five years after a student graduates to try and help them along the way make decisions.  This might give a better opportunity for the older graduates to go back and apply for college at a different time in their life.</div>]]></description>

I propose that the government steps up and proposes a policy that gives incentives for the steel mills to keep their jobs in Lorain County instead of taking them elsewhere.</div>]]></description>

         <description><![CDATA[<div>I did my major paper number two on economic inequality between Warren County and Clinton County stemming from systemic flaws in education.  A solution to this problem involves federal legislation on ensuring that all school funding is not only equal, but also, equitable, especially in the area of instructional quality. "Policymakers should fund critical programs to increase the quality of all teachers. Policymakers and school funding advocates should protect and increase funding for teacher compensation and professional development, targeting low-income schools" (Martin, Boser, Benner, and Baffour), a Center for American Progress proposal.  </div>]]></description>

         <description><![CDATA[<div>One major problem in higher education is funding, especially the Pell Grant. I propose a solution that has been outlined by Sandy Baum and Judith Scott-Clayton of the the Hamilton Project. The policy change is a four step process; “ First, we propose to augment the Pell program’s financial support with tailored guidance and support services that have been shown to improve academic and/or labor-market success... Second, we propose to dramatically simplify the eligibility and application process to ensure that the program reaches those who need it most, again tailoring the simplification to the distinctive circumstances of dependent and independent students... Finally, we propose several modifications to strengthen incentives for student effort and timely completion, without leading the program away from its core need-based (not merit- based) mission” (Baum and Scott-Clayton).<br><br>Another issue is workforce related. Citizens of Highland are worried about getting a higher paying job, so they leave to find a college and job right after. This four step policy will help create higher-education opportunities and higher-paying jobs; “1) Providing more resources to community (and lower-tier 4-year) colleges but also creating incentives and accountability by basing state subsidies on student completion rates and earnings of graduates; 2) Expanding high-quality career and technical education plus work-based learning models like apprenticeship; and 3) Assisting and incentivizing employers to create more good jobs.          <description><![CDATA[<div>Efforts to increase educational attainment at the post-secondary level for Licking County residents should be focused on more than completion of higher education. Instead, the focus should be on preparation and affordability of higher education. Many students in Licking County do not complete 4-year degrees because 2-year degrees are more accessible and affordable. At the state level, policy changes should include a mandate for 4-year institutions to accept all transfer credits (credits would be verified through the state). This would increase the likeliness of students pursuing 4-year degrees. Additionally, Licking County could provide incentives for students who are transferring to 4-year institution by providing additional scholarships and grants for this group of students.</div>]]></description>

         <description><![CDATA[<div>In my paper I argued that many things affect the deterioration of the economy in Fairfield county. I believe that all of these things are interconnected. College graduates in Fairfield County are not able to find jobs within the City of Lancaster or working on a farm. Those that do farm jobs with a college degree are the ones that are having more success because they are owning the farm, land, and house as opposed to working on it. My policy solution would be to implement a plan to revitalize the City of Lancaster therefore creating more attractive jobs and places to live for recent graduates. The City of Lancaster has attempted to model the style of Columbus, what my policy would do is go further on this plan. Creating funds and places for new businesses. Lancaster does not have a bustling downtown like Columbus or Cincinnati, no fancy places to eat, no high rise apartments. This is in part due to Lancaster wanting to keep "Historic Downtown Lancaster". No offense to my hometown, but the historic district is not going to generate revenue. In fact, many businesses have tried to work in that area and failed. What I propose is to create almost a new downtown. In a separate location that can create excitement for the residents and keep the Historic element in tact. Thus, attracting college graduates to stay, or even come to Lancaster from other poor communities nearby such as those in the Hocking Hills. If college graduates decided to stay home in this new city style, it can work in three fold. First- Graduates stay home, have their own businesses- this grows the amount of college graduates and businesses, generating more revenue for the City and county. Second- More businesses means more available jobs, more places to work, causing an opportunity for less people unemployed and in poverty, decreasing those numbers. Along with that, less poverty can translate to less drugs. Third- A new downtown could encourage others in the county to want to reach to that standard. To get higher education, earn more money. A little excitement and encouragement can go a long way. </div>]]></description>

         <description><![CDATA[<div> I argued that a lot of the medium to high paying jobs left Cincinnati when the Delta Airline hub did (leaving a significant amount of people dependent on minimum wage/extremely low wages), and my proposed solution involves two things, but I am very much open to suggestions- after I started researching the area more in depth the issues became much more complicated than expected.</div><div><br></div><div>First, I think the county should provide a reduced property tax rate to any new businesses that move to the area and hire at least 35 new employees, with the reduction in property tax going down with the more employees that are hired (like a tiered system). </div><div><br></div><div>Second, I think that we should be leasing the old airport space (I believe there are at least 2 unused concourses, but I will check that) for incredibly cheap to incentivize companies like Amazon who need shipping facilities to rent the property and then hire people to work there. </div>]]></description>

         <description><![CDATA[<div>I argued that the problem of economic inequality in Clinton County is caused by a lack of mental health resources for those in rural areas as well as addiction problems among both farmers and everyday folks. My suggested policy solution would be the creation of a mental health department in the courthouse that would work to provide people with mental health resources as well as survey mental health facilities in order to make sure they are operating correctly. Furthermore, the court system would have a contracted psychologist on hand in order to maintain a constant mental health resource for those working through the court system as well as an addiction/rehabilitation expert. I think it would also be helpful for those who work in high stress jobs, such as in the court system or in rehab centers, be subjected to yearly mental health evaluations to ensure that they are not putting themselves at risk as they help others.</div>]]></description>
