Children and their families were very poor and did not have the money to educate their children. Yet one man was determined to change this, Horace Mann. Mann served as head of the state board of education in Massachusetts. Mann spoke out to many families of the state and explained to them why the children must be educated. After many speeches and direction led by Mann, the citizens decided to pay higher taxes to the state in order to build stable schools and have a decent teacher salary. This idea of public education for children spread rapidly across the US and was put into place for many states. Today, Horace Mann is known as the "Father Of American Public Schools".
