Batangas is known to be the epicenter of our country’s fossil gas expansion, but prior to that, one of the fishermen said that there was plenty of fish in its waters. Now, they get hardly any fish as a result of the presence of fossil gas facilities in the port city of Southern Luzon. They spend long periods of time wandering out in search of fish. Verde Island Passage (VIP), a strait that separates Batangas and Mindoro provinces, is the primary means of subsistence for about two million people in the aforementioned provinces.

Eight additional plants that are being considered for construction as well as seven liquefied natural gas (LNG) terminals are both located in the province of Batangas. Tomas Buitizon, a fisherman and chairperson of a local fisherfolk group called Buluran ng Mangingisda ng Batangas (BMB) stated that the construction causes the destruction of the beach, also covering up the water areas where fishes appear and live. Fisherfolks are worried about the damage this will do repeatedly in other areas if these projects go on. Not only fisherfolks but resort owners’ livelihoods as well are at risk, says the lead convenor of the Project VIP campaign network, Fr. Edwin Gariguez.

Moreover, an alarming rate of concentrations of toxic metals was found along the coasts of Barangay Ilijan and Dela Paz in Batangas City in marine ecology and water quality study administered by the Center for Energy, Ecology, and Development (CEED). A heightened concentration of those toxic metals signifies that the area is unfit for boating and fishing. The aforementioned areas are known to be sites of a few LNG terminals and gas plants.

Batangas is surrounded by bodies of water and is a mountainous place. According to USAID or the United States Agency International Development, the area’s DRRMO stated that the common disasters that their area experiences are typhoons, earthquakes, and landslides. A lot of their residential homes are placed on the mountain ranges, so it is most likely to be affected when a natural disaster occured. A factor to consider is that the second of the most active volcanoes, Taal Volcano, is located in between Talisay and San Nicolas, Batangas. Its recent eruption just occurred this March of 2022. Another one is that their area is at the risk of experiencing a landslide since their settlements are built on the mountains, and heavy rains make soil wet and soft.

In case a landslide might occur, strengthen the monitoring of the slope of the areas by installing an advanced instrument for detecting a local earthquake, or a volcanic earthquake, and alert the local DRRMO to help evacuate to a safer area for the residents living in the area of risk. When the instrument detected a seismic activity hours before it occurs, this can alert the residents’ phones as the instrument can be programmed to access signals of their smartphones. Build more earthquake-proof infrastructures or settlements to provide shelter for the evacuees in case there is falling debris coming from the volcano or from establishments.
