From the spying aspect, it is wrong to spy on people without probable cause (which would require a warrant or something similar).  
Consequence - If the C.I.A. is allowed to continue acting like it did it Guantanamo Bay (i.e. Trump successfully brings back torture), then many people will suffer severe mental and physical issues for the rest of their lives.  It will also hurt this country's reputation as being one of the most humane places in the world.  From a spying standpoint, the C.I.A. could cause individuals to lose privacy and security.
Conclusion - the C.I.A. must stop torturing people and using psychologists for ill means. Terrorists will still have to be eliminated, but without torture.
