The management of information made by the library must always be <strong><mark>sensitive to current issues</mark></strong> and make revisions to the type of records to avoid a knowledge explosion. The Library must have an <strong><mark>efficient and systematic information management system</mark></strong> for example creating bibliographic control. Bibliography control is a process of organizing information that allows a person to find the information at any time.<br><br><br>Bibliographic Utilities and service is an <strong><mark>organization responsible for maintaining computerized bibliographic records</mark></strong> where eventually the records will be offered to members or customers who need them. “Bibliographic" Utilities is a <strong><mark>name for a group of computer services organizations</mark></strong> that maintain a large database of cataloguing records and offer a variety of services to the process and allow customers to access those records at any time.<br><br>National and international organizations in the library have many such as:</div><ul><li><strong><mark> Library of Congress,</mark></strong></li><li><strong><mark>Congress of Southeast Asian Librarians </mark></strong>(CONSAL),&nbsp;</li><li><strong><mark>International Federation of Library</mark></strong></li><li><strong><mark>Association and Institution</mark></strong> (IFLA),</li><li><strong><mark>United nations educational,</mark></strong></li><li><strong><mark>Scientific and Cultural Organization</mark></strong> (UNESCO),</li><li><strong><mark>International Council of Archives</mark></strong> (ICA)&nbsp;</li><li>&nbsp;<strong><mark>Jaringan Ilmu</mark></strong> (Knowledge Network)</li></ul><div><br><br><br></div>]]></description>

The types of libraries provided <strong><mark>consist of research, academic, public, school, medical, legal, state and national libraries, government and special.</mark></strong> Involvement of technology in providing the best services, original research and community programs for its membership as well as the library in general. More than <strong><mark>45,000 libraries in 84 countries and territories around the world use OCLC services to search, acquire, catalogue, borrow and preserve library materials.</mark></strong> Among those who use OCLC, services are researchers, students, faculty, scholars, professional librarians and information seekers because it makes it easier for them to create bibliographic information, abstracts and full text at any time.</pre><div><br></div>]]></description>

UNESCO aims and motivates the development of cultural, peaceful, and exclusive knowledge societies through information and communication. It achieves this goal through five key initiatives in the areas of education, human science, culture, and communication information. Last but not least, it assists in translating and disseminating world literature by establishing international cooperation agreements to protect cultural and natural heritage sites, preserving human rights, and bridging the global digital divide.          <description><![CDATA[<div>In 1964, the Government of Malaysia directed the Minister of Commerce and Industry to make a study of the establishment of a national standards organization. This is in response to the urgent necessity of adopting the principles of standardization in light of Malaysia's accelerating industrial development. As a result, the Standards Institution of Malaysia (SIM) was initially established as a Government department under the Ministry of Commerce and Industry in early 1966. In October 1966, the Standards Act No: 76, 1966 was passed in Parliament making SIM the national standards body. SIM was governed by the Standards Council. The Standards Act provides the Standards Council with independent authority for the declaration of standards and the issuance of certification mark licences. In 1974, the National Action Council decided that SIM be merged with the National Institute for Scientific and Industrial Research (NISIR) to form the Standards and Industrial Research Institute of Malaysia (SIRIM). As a result of this decision, SIRIM was established as a statutory body under the Ministry of Science, Technology and the Environment by the SIRIM (Incorporation) Act, 1975 which came into effect on 15 September 1975. With this merger, SIRIM is better equipped to expand its scope of operations in line with the rapid advancement of industrialization in Malaysia.<br><br>In view of rapidly changing market needs as a result of the accelerating national industrialization and globalization of markets, there was a need to amend the SIRIM (Incorporation) Act 1975. This will provide necessary flexibility for SIRIM to respond to these changes. The Amendments to the SIRIM (Incorporation) Act, approved by Parliament, came into effect on 24 July 1993. The Amendments allow SIRIM to undertake commercial operations through the formation of joint-venture or wholly owned subsidiaries. Under this Amendment, the 24-member SIRIM Council was replaced by a 13-member SIRIM of which six were from the public sector and seven from the private sector. The new SIRIM Board structure enables greater accountability and efficiency, and further strengthen the linkages between SIRIM and the industry. On 1 September 1996, SIRIM was corporatised to be known as SIRIM Berhad. SIRIM Berhad was incorporated under the Companies Act, vested with all the rights, privileges and obligations of SIRIM.</div>]]></description>

         <description><![CDATA[<div>It was called the International Federation of Library Associations and Institutions. Initiated on September 30, 1927, at the UK Library Association's Annual Meeting in Edinburgh, Scotland, IFLA was formally launched in 1929 with 15 members from 15 nations. Over 1500 members and affiliates from over 150 nations today make up IFLA. The Royal Library in The Hague, Netherlands, registered IFLA in 1971. The Library Association was founded in 1897 by the United Kingdom, who also built connections with the organization in America and England. They attempted to implement the "International Congres Des Bihliothecaires" in Paris in 1900, but it was unsuccessful owing to shoddy meeting organization. They attempted to organize a second conference between the delegates of the different library associations at the 1910 International Congress of Archivists and the "ALA Meeting, Saint Louis" in 1904, but it was unsuccessful. After then, Mr. Henriot successfully advanced the foundation of IFLA in 1926, and as a result, many refer to him as "The Spiritual Father of IFLA."&nbsp;<br><br>The first library associations from nations other than Europe and the US joined in the 1930s, including those from China, India, Japan, Mexico, and the Philippines. The membership had increased to 64 associations from 42 nations by 1958. In 1962, a permanent secretariat was created. There were 250 members from 52 nations by 1970. In 1971, the secretariat was relocated to The Hague. With 600 members in 100 countries by 1974, IFLA's membership was essentially worldwide.<br><br>In 1976, the definition of membership was widened to include institutions like libraries, library schools, and bibliographic institutes in addition to library organizations. The organization's name at this point included the term Institutions. Since then, further new membership types have been developed, including personal affiliates.<br><br>IFLA today has members in more than 1,700 locations in around 155 nations. Its main office is located at The Hague's Koninklijke Bibliotheek, the country's national library. Due to the ongoing worldwide pandemic, the World Library and Information Congress (WLIC) was conducted online for the first time in 2021. The virtual conference, which took place from August 17–19, attracted thousands of participants from all over the world to more than 150 sessions on a variety of themes, including electronically controlled lending, new skill sets for school librarians, and the impact of climate change on libraries.</div><div><br></div>]]></description>

         <description><![CDATA[<div>IFLA have three types of memberships, which is:<br><br>1) Association&nbsp;<br>IFLA offers four categories of membership for associations – i) National Associations- You can join IFLA as a National Association if your association has members from all around the world and supports the profession in your nation. Specialized associations having a national scope and those that operate on a national scale are also included in this category. This category does not accept new members and is only available to associations with a regional or local emphasis.<br>ii) International Associations- You can join IFLA as an International Association if your association predominantly operates on a global or international scale.<br>iii) Other Associations- Any associations that do not fall within the international associations or national associations membership categories are included here. This membership category will assist you in becoming an IFLA member if your organization is a sub-national (provincial or state) association.<br>iv) Association Affiliates- IFLA offers a lower-cost membership category called (National) Association Affiliate to make IFLA participation more affordable for organizations in developing nations. Your library organization can be eligible for membership in the category of Association Affiliate if it hasn't been an IFLA member in the previous three years and your annual operational costs are less than EUR 10,000.Up to three years may pass between memberships as an Association Affiliate before the membership cost is increased to the appropriate band for National Associations.<br><br>2) Institutions<br>IFLA offers four categories of membership for institutions and institutional bodies-<br>i) Institutions- You can join as an Institution if your organization is a library and information center, library school, bibliographic and research institute, or other institution or entity that would want to professionally participate to the work of IFLA.<br>ii) Institutional Sub-units- You can apply for Institutional Sub-unit member status if your library is housed inside a faculty or department of a university or other bigger institution. For additional (campus) libraries to benefit from Sub-unit membership, the university or bigger institution must be a full Institutional member of IFLA (often through its main library).<br>iii) One-person Library Centers- One-person Library Center membership is available if your library or information center only employs one full-time staff member.</div><div>iv) School Libraries- The School Libraries membership category could be right for you if your library is located inside a primary or secondary school (or its equivalent).<br><br>3) Individual<br>IFLA offers four categories of Affiliate membership for individuals–<br>i) Personal Affiliates- You can sign up as a Personal Affiliate if you want to express your support for IFLA's mission and professional endeavors.<br>ii) Student Affiliates- You can become an IFLA Student Affiliate if you are a current student of librarianship or information studies.<br>iii) New Graduates- You can join IFLA as a New Graduate if you received your degree in library and information science within the last two years.<br>iv) Non-salaried- Non-salaried membership may be for you if you do not have paid job at the moment and do not anticipate having it within the next three months.</div>]]></description>

Therefore, as a precautionary measure, the government must take care of bibliographic utilities and organizations in Malaysia by providing subsidies to them in order to upgrade facilities and services in it so that bibliographic control in our country is always strong and not left behind with the passage of time with technological sophistication in managing information available over time.</pre><div><br></div>]]></description>

         <description><![CDATA[<div>In 1942, the governments of European countries assembled in the United Kingdom for the Conference of Ministers of Allied Education in response to Nazi Germany and its allies (CAME). Although the Second World War was far from done, those countries were seeking strategies to reconstitute their educational systems once peace was restored. The project swiftly gained momentum and began to garner widespread attention. The new government, which included the US, opted to join it. The United Nations' Trial for the Establishment of an Educational and Cultural Organization (ECO/CONF) was held in London from November 1 to 16, 1945, under the shadow of THE CAME. When the conference began, hardly any wars had finished. He gathered representatives from the forty-four countries who had chosen to form an organization to exemplify a pure culture of peace.<br><br></div><div>After the summit, 37 countries established the United Nations Educational, Scientific, and Cultural Organization. The UNESCO Constitution, which was signed on November 16, 1945, entered into force on November 4, 1946, after being ratified by twenty countries: Australia, Brazil, Canada, China, Czechoslovakia, Denmark, the Dominican Republic, Egypt, France, Greece, India, Lebanon, Mexico, New Zealand, Norway, Saudi Arabia, South Africa, Turkey, the United Kingdom, and the United States. The inaugural session of the UNESCO General Conference was held in Paris from November 19 to December 10, 1946, with delegates from 30 voting governments participating. The political component of World War II determined the composition of UNESCO's founding member states. Japan and the Federal Republic of Germany did not become members until 1951, while Spain was admitted in 1953. Since 1971, the People's Republic of China has been the only authorized representative of China at UNESCO as a result of its admission to the United Nations. From 1972 to 1990, when it joined the Federal Republic of Germany, the German Democratic Republic was a member.</div><div><br>Some countries left the Organization for political reasons at various points in time, but they have all since returned. South Africa was not present from 1957 to 1994, the United States was not present from 1985 to 2003, the United Kingdom of Great Britain and Northern Ireland was not present from 1986 to 1997, and Singapore was not present from 1986 to 2007.<br><br></div>]]></description>

UNESCO has been entrusted with leading the Global Education Agenda 2030 through its sustainable development goals. UNESCO is also in charge of improving education and tackling global concerns through education. It addresses the key challenge of gender equality and all of the fundamental concepts. UNESCO is involved in education at all levels, from pre-school through higher education and beyond.<br><br></div><div>2. <strong><mark>CULTURE</mark></strong><br><br></div><div>Culture shapes society and is an integral element of our lives. People's lives are enriched by diverse cultural characteristics such as monuments, museums, art forms, and traditional traditions. People and society benefit from heritage in terms of economic stability and identity. It also requires working together to be creative in order to help construct a community that is knowledgeable and adheres to its culture. UNESCO believes that cultural development is essential for long-term development. There must be an open conversation and mutual respect amongst different cultures; this is the only way to achieve long-term progress. However, culture remains absent from the developmental equation. Human rights and fundamental values serve as the foundation for holistic cultural governance.<br><br></div><div>3. <strong><mark>SCIENCE AND SUSTAINABILITY&nbsp;<br></mark></strong><br></div><div>Understanding and knowledge of science can help us overcome the issues we face today. These difficulties can be economic, societal, or environmental. This understanding also aids in the long-term evolution of civilization. It is impossible for a single country to pursue just long-term objectives. As a result, an international corporation is required. It also ensures the preservation of peace.<br><br></div><div>4. <strong><mark>SOCIAL AND HUMAN SCIENCE&nbsp; &nbsp; </mark></strong>&nbsp; &nbsp;<br><br></div><div>It is difficult to maintain interpersonal harmony. UNESCO assists people in understanding one another's cultures and work systems. It aids in the unification of people and the establishment of peaceful connections between diverse cultures. However, long-term peace is dependent on daily actions in the local context. Individuals and communities work together to find innovative solutions and implement programmes in order to maintain sustainable circumstances and cohabit in peace and harmony. When there is a threat to mankind, such as inequality, violence, and so on, UNESCO creates the ritual of learning to live together. It promotes human rights and ensures that they are protected by the people. Articles II and XV of the Constitution, as well as Regulations 98 through 101 of the General Conference Procedure Rules, govern all UNESCO membership. However, the United Nations provides the right to join UNESCO. Countries that are not members of the United Nations can be admitted to UNESCO based on the Executive Board's recommendation and a two-thirds majority vote in the General Conference.<br><br></div><div>Then, as Associate Members, wilayah or territorial groups that are not accountable for carrying out their foreign relations can be accepted. The General Conference determines their admission, as well as their rights and obligations.
