It suggest that she is provocative because she is showing some skin which could attract males due to the sex appeal. Furthermore women would also be attracted to this photo because is a attractive model in a big flowing gown which some women could aspire to look like. 

I think the target audience for this photo would be aged between 16 to 60. Gothic culture is quite popular within the teenage community, This is why it would appeal to the younger audiences. Also it is quite an elegant and sophisticated image, which may attract a more mature eye.
