Without the people, there wouldn't be a government in the first place - if the people choose to not believe in certain policies, they should be able to change and adhere it to their liking. Natural rights are rights that everyone is born with, and some of these rights include the right to speak out against the government and worship whoever they want. When these rights are violated, then there is always public outcry which can be managed in many different ways. John Locke would believe that everyone is politically equal and starts at a common platform which starts with natural rights, and when those are violated, then it is an injustice.

I think that Locke's big idea was that the people reserve the right to form the government, in which if they wish to overthrow due to misrepresentation, they may wish to do so. He also believes in the natural rights that citizens retain, as it is one of the core principles of the Declaration of Independence. When a foreign authority overtakes the government in such way that does not forward the society holistically, rebellions and riots may be taken place. In this ways, Locke's theories strongly suggest that the right to govern remained with the citizens and it was in their hands to form a government of their choice
