This resulted in them being completely reliant on the government for the little water that they can receive. There is only one other way of getting water, but it comes from the Reskins. The Reskins are irresponsible and untrustworthy. The narrator then gets lucky and meets a man who pitied him. The narrator was given a note to travel off-road for water. The path led the narrator to a private source of water safe away from any jurisdiction and any Reskins. Pros- Government gives away water. Cons- Only a little bit of water is given at a time.
