A gargantuan change in foreign trade policy in numerous countries all over the world, started during the 16th century in Elizabethan England. Up until then, countries would produce everything they needed and keep it all within the borders. When mercantilism was introduced, countries would export the products they had in excess and import what they lacked. This method proved much more efficient. The goal is to export as much as possible, and import minimally. Also importing raw resources and exporting finished products was the most profitable.
